Initial, naive conversion.
Results in ugly documentation. Preview.
Ugly is better than totally broken, so offering PR of this increment. Separate sub-task MUMUP-2826 tracks circling back to apply some style panache. I've left it unassigned so anyone can get to it before I get to it.
Leaves in place some documentation related shell scripts, since I've not yet checked that they can be removed without breaking the rest of the build.
