Trusted network filter options should be badfilter-able in non-trusted sources

• uBO is the only extension.
• uBO uses default lists and settings.
• using a new, unmodified browser profile.

Tested filter: ||rambler.ru/*#rcmrclid=$uritransform=/#rcmrclid=.*// in uBO privacy list

1. Add ||rambler.ru/*#rcmrclid=$uritransform=/#rcmrclid=.*// to "My filters" (which is a non-trusted source by default)

Expected behavior

Ability to badfilter filters requiring trust.
