Pandoc now exposes a pipe function in the `pandoc.utils` module, in case this is needed again in the future.
This prevents the insertion of raw formatting instructions not meant for JIRA/Textile, e.g., raw HTML markup.
The latter syntax doesn't work well with multi-paragraph quotes.
Those are special in JIRA.
All necessary newlines are added via `Blocksep`. Adding extra newlines leads to problems in lists.
