Restrict SciMLBase compat

Restricting SciMLBase.jl to 2.11.0 to address the changes in SciML/OrdinaryDiffEq.jl#2087 (see also SciML/OrdinaryDiffEq.jl#2087 (comment)). Note to self: check compat update for https://github.com/SciML/BoundaryValueDiffEq.jl in a few days, they seem to have the same issue.
