Description

The connector tests were already migrated to use PostgreSQL 10 in
92e5ba6.

Is this a change to the core query engine, a connector, client library, or the SPI interfaces? (be specific)

The connector tests were already migrated to use PostgreSQL 10 in
92e5ba6.
We also pin to a specific version to avoid CI being non-deterministic.
