What this PR does / why we need it:

This PR makes replicas estimator use resource total instead of average as resource history input. This fixes the mismatch that the horizontal predictive portrait generator is passing resource total history to the replicas estimator but it previously took it as average, which would significantly affect the estimation result under large replicas.
