Make _timescaledb_functions.makeaclitem strict #6305

Function _timescaledb_functions.makeaclitem needs to be strict since if it is called with NULL values, it should return NULL.

Function `_timescaledb_functions.makeaclitem` needs to be strict since

This release contains performance improvements, an improved hypertable DDL API
and bug fixes since the 2.12.2 release. We recommend that you upgrade at the next

* Track chunk creation time used in retention/compression policies
