feat: Update to aws provider 5.x #354

Major update

Fixes #349

Motivation and Context

  • Be able to deploy using latest AWS-provider version (5.0+)

Breaking Changes

  • ⚠️ [BREAKING CHANGE] Not compatible with AWS-provider version below 5.0
  • ⚠️ [BREAKING CHANGE] Not compatible with terraform verions below 1.3.0

How Has This Been Tested?

  • I have updated at least one of the examples/* to demonstrate and validate my change(s)
  • I have tested and validated these changes using one or more of the provided examples/* projects
  • I have executed pre-commit run -a on my pull request

I think this should be in major version release v4.0.0

Is there a scheduled release date on the roadmap for v4.0.0?
