This way lint failures don't interrupt the test suite runs.
gcloud check gets in the way of the lint job which doesn't bother to install gcloud
So don't make it mandatory right off the bat.
So require it at the point we make that determination.

Stacked on top of #432 so review that first.
Removes the Travis configuration for running any of the test suite. Also removes supporting build script code. The release bits remain in the Travis configuration as CircleCI is not yet configured for that part.
Broken off of the #400 branch to try to make it a more manageable size.
