Resolves #4462

  • Config reference: update lua_call option description. Now it lists functions that a user or role can call.
  • Supervised failover page:
    • update the cluster config to use lua_call instead of functions
    • move the old config and the role that created failover.execute to a dedicated subsection for Tarantool 3.0 and 3.1.
