To register for the Hackathon (and/or for the IETF main meeting), you need an IETF datatracker account.
Note that US DST ends 2024-11-03, while EU DST already ends a week earlier at 2024-10-27, so the week before IETF including half of the Hackathon falls into the Week of Confusion where all US/EU timezone differences are 1 hour shorter.
