[DNM] Test toolchain build with new package dependency #77556

This PR exists to try a toolchain build before adding Swift Algorithm as a package dependency to Swift DocC.

The first toolchain failed with "The folder “swift-algorithms” doesn’t exist." so I made this change and tried again. Catching issues like this is precisely the reasons for having this toolchain test PR.

Hm... the CI didn't pick up the latest commit from that PR

swift-docc                         : ea435e5ea486174e55cafbfad7d965efbe410534

It should have been 9170fa2d43b25769b5ac2a6c63b887f6a56182a2 instead.
