[WIP, don't merge] 1st part to refine our base image path

1. we have make base image code from base branch to main
2. try to have PR check and daily check for base image
3. rename base image tag
4. for next pr the use the new base image tag as base image for kepler
5. refine with arch support

@jichenjc , @jiangphcn, @rootfs for s390x considering, we should build quay.io/sustainable_computing_io/kepler_base:ubi-9-bcc-0.26 and quay.io/sustainable_computing_io/kepler_builder:ubi-9-bcc-0.26-go1.18 and push to container register. as #587 (comment)

@rootfs , there seems no bcc rpm package for arm64? may I know how to build the arm64 base image?
