[bugfix] Filter fixes

Description

This pull request:

• adds and uses a Filter.Expired method for consistency with UserMute.Expired
• adds missing Swagger docs for filter keyword and status DELETE operations
• documents filter PUT/POST operations that will 403 when the account has moved
