[feature/frontend] Add debug sections to settings panel

This pull request adds some bits to admin settings panel, only shown/routed if instance is running in DEBUG mode. This allows admins to trigger ApURL GET requests, and cache clearing.

To support this, a debug field has been added to the instancev1 and instancev2 api models (omitted when empty).
