This PR adds proper handling for rejection of follow requests, both from the client API perspective (users on our instance), and the federating API perspective (remote users rejecting follow requests that originate from users on our instance).
Rejected follow requests are now deleted from the database.
It also adds proper tests and swagger documention for the
follow_requestsendpoints.fixes #279
