Update our go swagger version
use go v1.21 when doing swagger generate inside docker container (I think @NyaaaWhatsUpDoc even warned me about this but I forgot)
Use go install to add swagger since it can be a bit more reliable than downloading the binary: Models do not show fields from the struct. go-swagger/go-swagger#2860
