Fan speed on short layers reduced when max fan speed smaller than default fan speed

Describe the bug
When setting the max fan speed for short layer time smaller than the default fan speed, the fan speed gets reduced on short layers, despite the text in the behavior box does not say so.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Filament settings' > 'Cooling'
2. Enter 45% for Default fan speed
3. Enter 10sec for 'Enable fan if layer is below'
4. Enter 30% for 'Max fan speed' in 'Short layer time'
5. Check GCode Preview whith fan speed
6. Fan speed is reduced on small layers

Expected behavior
Fan setting on short layer time should be ignored, when max fan speed is smaller than default fan speed. I don't think it makes sense to reduce the fan speed on small layers.
