This converts PR lets swix use the package manager. This addresses #23

So far I have

  • defined the basic framework and verified it works
  • moved most of the vector class over (though I still need to test it)

This is still a work in progress, and am uncertain if I can finish it. I've changed the title to reflect that.

I wouldn't worry - at least people can pick apart bugs and attempt to submit pr.
swift 2 code is as is death sentence.
