This PR adds the user-level time and timeh counter CSRs.

ℹ️ The time[h] CSRs are just another shadow copy of the machine-mode cycle counters (mcycle[h]).

On some simple platforms, cycle count might represent a valid implementation of RDTIME, in which case RDTIME and RDCYCLE may return the same result. - RISC-V ISA spec.
