  • ⚠️ remove mtime_i and mtime_o top entity ports
  • ⚠️ remove time and timeh CSRs
  • ⚠️ hardwire mcounteren CSR to all-one - user-level software is always allowed to access the user-level counter CSRs
  • add user-level HPM counters hpmcounter3[h] to hpmcounter31[h]
  • simplify CSR access check logic
