What

Add horizon record-metrics command. Close #4011.

Why

record-metrics command scraps :[ADMIN_PORT]/metrics for 10 minutes and saves responses in a zip file. The recordings can be later repeated on a local Prometheus instance. This should help debugging issues of deployments that do not use Prometheus.
