Development quality-of-life improvements

• dev/setup-env script can now be used to update Ansible Galaxy roles/collections after requirements.yml has changed.
• Can set no_log variable (e.g. via extravars) to help debugging.
• Added dev/delete-cluster.py to allow deletion of CI clusters.
• Update retrieve_inventory.yml CI helper playbook to cope with Arcus and SMSlabs CI.
• Add PACKER_ON_ERROR github repo variable to help debugging image builds.
• Add profiling output for ansible in stackhpc environment
