Need documentation on integrating with bazel. Documentation is missing.

I'm not familiar with Bazel, but according to #2503 the newer Bazel versions (>=6.2) are not supported by the currently released spotbugs versions. There is already a fix for this (#2506) merged, which will be released in the next version, but there are some other problems with more complex examples (see #2512).

According to spotbugs/discuss#82, https://github.com/bazel-contrib/rules_jvm#spotbugs_test (also available on https://registry.bazel.build/modules/contrib_rules_jvm) is the way to go.
