skare3-create-issue --latest-release ... currently creates an issue in sot/skare3 [with the title]:(https://github.com/sot/skare3_tools/blob/master/skare3_tools/github/scripts/create_issue.py#L38)

"Update {args.latest_release} to {release['name']}"

Consider using the release tag instead, to avoid what happend in sot/skare3/issues/623
