Why I did it
In attempting to migrate and upgrade github.com/dgrijalva/jwt-go to github.com/golang-jwt do to this security issue: dgrijalva/jwt-go#216 I found that golang >= 1.15 is required to build it.

Bump golang to 1.15 in bullseye docker.
