Add a pmon enhancement design doc which includes the following topics:

  1. Add new pmon deamons for psu, fan, etc and export related device data to DB .
  2. refactor/add platform CLI which will get data from DB
  3. new platform API implementation
  4. enable pmon to load daemons dynamically based on platform capability.
