Users usually expect the CODE_OF_CONDUCT.md file to be in the root of the project. The same is true for some apps (e.g. https://github.com/sonarwhal/sonar/community).

Yes, was planning to do that once this is merged.

being used by GitHub in a number of places, and possible other bots.
