Problem

Now that @marcnjaramillo is writing tests for timeouts in #24211, we need to be able to mock ‘the RPC never giving us an answer.’

Summary of Changes

You can now mock RPC messages with promises for values. Never resolving those promises is a good way to simulate timeouts.
