Otherwise, it throws the error: https://github.com/sbt/sbt/blob/f1370a25feb723e0da1d205b83eae93448595ca2/main/src/main/scala/sbt/internal/LibraryManagement.scala#L87 Performing the update won't do much on empty dependency list anyway.
This reverts commit 2820c40. Specifying the scalaVersion for a project breaks cross-building sbt/sbt-projectmatrix#20

Migrate the project to use https://github.com/sbt/sbt-projectmatrix plugin for cross-version builds.
This allows us to upgrade sbt and sbt-softwaremill plugins, and get rid of hacks in build.sbt.
The downside is, the CI build now takes a bit longer (~11 min) vs (~9 min, ~5min), because a single build job on Travis is used to cross-build across all scala versions.
