This work is part of the epic BCF-2294 which paved the way for removing EVM dependencies from the core node.
It is needed now so that we can make relayers 1:1 with chains, enabling LOOPps, and enabling refactoring the LOOPp Realyer API.
It's possible to do this now because BCF-2317 has been merged
