[AWS] Do not delete user-specified security group #3402

A user reported that when the security group is specified in ~/.sky/config.yaml, SkyPilot still tries to delete the security group when terminating the cluster.

Tested (run the relevant ones):

  • Code formatting: bash format.sh
  • Any manual or new tests for this PR (please specify below)
    • sky launch and sky down with a security_group_name specified in a ~/.sky/config.yaml
  • All smoke tests: pytest tests/test_smoke.py
  • Relevant individual smoke tests: pytest tests/test_smoke.py::test_fill_in_the_name
  • Backward compatibility tests: bash tests/backward_comaptibility_tests.sh
