What this PR does / why we need it?
This PR fixes and cleans up the Makefile, removing irrelevant elements. It also updates the version functions to pull the latest tag from Git and return it to the user. Additionally, it updates the documentation related to versioning and adjusts the release workflow to trigger only when a new tag is committed to the master branch.
