Set locale to avoid apptainer warnings on HPC

This is to hopefully help with the following warning we're getting after using Singularity on HPC:

warning: setlocale: LC_ALL: cannot change locale (en_US.UTF-8)

• Docker:
  • use base-glibc-debian-bash instead of base-glibc-busybox-bash
    • this one has the locale set up which should sort out the above warnings: https://github.com/bioconda/bioconda-containers/blob/d0c22d/images/base-glibc-debian-bash/Dockerfile
• GitHub Actions:
  • re-enable free-disk-space since we were getting no-more-space errors
  • only publish pkgdown website when bumping master branch
• pcgrr: removing quarto tmp parent folder
