test: Update test to remove failures #216

Updated the following to allow tests to pass:

Change blank csv to a NamedTemporaryFile
Updated .dict call to .model_dump per Pydantic v2
Updated blank_env fixture to have a cleanup step so it doesn't affect other tests
Remove the use of pkg_resources due to deprecation warnings
