I am reliably informed that they have a pretty great API with access to over 31 million publications from various sources, including PubMed, AGRICOLA, and the European Patent Office.

Indeed they do! And I previously built a tool that pulls articles in bulk very conveniently, including getting new updates each day: https://github.com/ContentMine/getpapers

This of course has some overlap the #1 - deciding how to handle (e.g., ideally shared content will be seeded in the same swarm) that is an open question.
