O que esse PR faz?
Cria State.fix_values para atribuir corretamente name e acronym de State.
Garante que o acrônimo preencha State.acronym e name preencha State.name.
A inversão acontece ao criar State a partir de dados de manager.scielo.org em que o valor é name e não acronym.
A solução mais eficiente é tratar a entrada no modelo State no lugar de tratar nas chamadas State.create e State.get_or_create.
