Bump Kubernetes to 1.24.3 and etcd to 3.5.3-0

We also update the test as with this new Kubernetes 1.24, ServiceAccount
secret is not created by default and we need to explicitly get a token
from APIServer

NOTE: This new etcd version contains the fix
for etcd-io/etcd#13766 so we no longer need
the --experimental-initial-corrupt-check=true flag
