Add 3.2 to the list of ScalaRelease #14866

This change is needed to be able to annotate methods as @since("3.2"). If I understood correctly, in addition to that diff, we will also need to make a new release, and bump the previousDottyVersion in Build.scala to use that release.

As far as I know previousDottyVersion is used only by MiMa checks. Instead we should first bump baseVersion to 3.2.0-RC1. Otherwise LGTM.
