[FEATURE REQUEST] configurable_test_state should be able to return False result in test mode #64418

Describe the solution you'd like
The test.configurable_test_state state should be flexible enough to allow for a False result in test mode. This can be useful in testing certain failure conditions or seeing how failure requisites would be triggered without actually invoking the commands.
