What does this PR do?
This PR adds an instruction for creating C:\Temp directory, if not exists.
What issues does this PR fix or reference?
Previous Behavior
The instruction immediately failed because C:\Temp directory was not created.
New Behavior
The instruction creates C:\Temp directory first, and then follows the previous instructions to install bootstrap-salt.ps1.
