Move labels into a table.

This can hopefully make it a little easier to read.

This also adds a few entries and rearranges things a little.

requests.

tracking issue.

### Rfcbot labels

[rfcbot] uses its own labels for tracking the process of coordinating asynchronous decisions, such as approving or rejecting a change.
This is used for [RFCs], issues, and pull requests.
