Drop support for all cloudabi targets #78439

cloudabi is a tier-3 target, and it is no longer being maintained upstream.

This PR drops supports for cloudabi targets. Those targets are:

  • aarch64-unknown-cloudabi
  • armv7-unknown-cloudabi
  • i686-unknown-cloudabi
  • x86_64-unknown-cloudabi

Since this drops supports for a target, I'd like somebody to tag relnotes label to this PR.

Some other issues:

  • The tidy exception for cloudabi crate is still remained because
    • parking_lot v0.9.0 and parking_lot v0.10.2 depends on cloudabi v0.0.3.
    • parking_lot v0.11.0 depends on cloudabi v0.1.0.

Considering the state of the cloudabi project and the effort in maintaining sys/cloudabi, I support this change.

Please squash commits; I think since this is moving from tier 3 to, uh, tier "nothing" I personally do not feel inclined to make an announcement at this time (but inclusion in relnotes will likely happen).

@EdSchouten Thanks again for all the time and energy you've put in CloudABI and making it work with Rust! It's a shame to see it come to an end, but it was wonderful while it lasted. The project has been a great inspiration. <3

Drop support for all cloudabi targets

Remove old version of `cfg-if` by bumping `packed_simd_2` and `getrandom v0.2` versions

`packed_simd_2` is only used as a dependency of `bytecount` which in turn is only used by `rustfmt`. I can't see any issue with the minor version bump.

The bigger jump is `[email protected]` which is used by a number of things, but 0.2.8 is still semver compatible and there doesn't seem to be any worrying changes (see the [changelog](https://github.com/rust-random/getrandom/blob/master/CHANGELOG.md)). The only breaking change are the removal of XP, stdweb and CloudAbi support but these are not host targets and rustc lacks support for them in any case (stdweb development was [abandonded](https://rustsec.org/advisories/RUSTSEC-2020-0056.html), XP is [tier 3 and `no_std`](https://doc.rust-lang.org/beta/rustc/platform-support.html#tier-3) and CloubAbi is [no longer supported](rust-lang#78439)).

Note that this doesn't affect `[email protected]` which is what std depends on and which is already using the latest version of `cfg-if` (besides, there are already plans to remove that entirely).
