Remove front/intrinsic.rs, move its functionality into core and mark with #[lang]

This sets the `get_tydesc()` return type correctly and removes the intrinsic module. See #3730, #3475.

Update: this now also removes the unused shape fields in tydescs.

Address reuse improvements and fixes

- when an address gets reused, establish a happens-before link in the data race model
- do not reuse stack addresses, and make the reuse rate configurable

Fixes rust-lang/miri#3450
