Hopefully this cuts the upload time, but initially I'm not particularly optimistic.
This allows build-manifest to run successfully; upstream patch rust-lang/rust#110436 to make this fully unnecessary is pending review and release across all channels.

I think stable CI is going to fail until we have a new stable release, but this can be reviewed before then in any case (and deployed, if we want).
