Add support for https://github.com/pi0/config-dir

I think as now we have top level we should drop a warning, and remove top level support in a few months

  • check config file in .config dir
  • update docs to the new default

This means no more vue-mess-detector.json at the root?

it is moved to .config folder, but for a while it will accept from the project root also
