Expose ProgressReportSerializer on pulpcore.plugin

Currently it is only possible to import ProgressReportSerializer through `pulpcore.app.serializers` and it is useful to have it on `pulpcore.plugin.serializers` Related PR: ansible/galaxy_ng#526 closes #7759
