Solves the problem related to the Physics system described in #280

Fix Ignition installation when CI/CD is triggered by release events

Before this commit, Ignition was installed both from apt and sources. When both are installed, the source installation is found, and this causes problems in the default physics plugin path considered by the Physics system.
