Changes on the python scripts are to account for the different location of the information of raft in the get_raft script
Changes on get_raft is just to allow devs to easily create testing PRs that update the pinned raft like this one https://github.com/rapidsai/cuml/pull/3837/files (which are very common because e2e ml algos span from libcuml/libcugraph all the way to raft)
