fix(android, Camera): remove ts and add CameraModule instead of setNativeProps

• Android imperative camera methods were broken on fabric, and props changed by setNativeProps seems to be reapplied on every further render.
• To fix this I've added a timestamp field fix(ios,fabric): do not apply camera stops on render unless stops wer… #3349, this fixed the issue but introduced other issues
• I've attempted to fix that with fix(android): initial centerCoordinate should apply #3372 but there are still cases when camera is not updated on legit cases (updating centerCoordinate prop)
• Since the root of issue was setNativeProps behaviour on fabric , with this PR I'm removing setNativeProps and using CameraModule with updateCameraStop instead

The following component can be used to reproduce the issue. Basically each button should affect the camera, but camera should not reapply for the re-render button.
